From Cadet to Colonel: ROTC Program Paves the Way for Distinguished Career

Contrary to what you may assume, Bill MacKinlay ’69’s time in the URI ROTC program was a refreshing break from routine. From early morning drills to exciting off-campus field training, the business major was happy to take a break from classes.

It was through a field training with the ROTC program that he discovered exactly what he wanted to do after he graduated. One of the officers arranged for ROTC students to tour an army lab in Natick, where he discovered a passion for military logistics, setting the course for his future career.

As a Major and Lieutenant Colonel, MacKinlay served at various command and staff levels in the United States, Japan, and South Korea. He was Deputy Director of Procurement at the Project Manager for Army Tank Programs, the Lead Administrative Contracting Officer at the Detroit Army Tank Plant, and a Battalion Commander of the 2d Supply and Transport Battalion, 2d Infantry Division, South Korea. At the completion of his active-duty career Colonel MacKinlay was inducted into the US Army Quartermaster Hall of Fame.

MacKinlay’s bond with URI remained unwavering throughout his military career. Whether he was applying skills learned during his undergrad days or working alongside fellow URI alumni. Since retiring, he has maintained that connection by volunteering his time and expertise to the ROTC program and the College of Business.

In 2008, MacKinlay volunteered to become a board member of the ROTC alumni chapter, and in 2011, he was selected as president. MacKinlay has been instrumental in initiating many new programs, such as the reinvigorated URI ROTC Hall of Fame. In 2015 Colonel MacKinlay was inducted into the URI ROTC Hall of Fame.

“I am a URI grad and a soldier for life, which is why I find it important to support the URI ROTC program,” MacKinlay said. “These dedicated young men and women are the future of our nation’s military.”

On October 14, 2024, MacKinlay joined 4 other ROTC Alumni and was inducted into the National Army ROTC Hall of Fame. The Hall of Fame honors the remarkable achievements of Army ROTC alumni who have made significant contributions to the nation, the U.S. Army, and the Army ROTC program.
